  WHO ARE WE
  SAMARPAN was established in August 1996 as a Non-Governmental Organization (NGO). "Samarpan" is a unit of Child Concern. "Samarpan" has the primary objective of Empowering Mentally and other handicapped through economic rehabilitation approach & advance technologies. It works for Mentally Retarded and other handicapped and destitute children. Samarpan is a tax-exempt nonprofit organization.
   
  In August, 1996 itself, SAMARPAN made a beginning by Dr. Shivajee Kumar with less than 20 children in small rented site, which was at Nala Road in Patna (Bihar). With support of people from various walk of life, Samarpan has now blossomed into a fully registered unique organization being managed by cooperation of parents, community members and involved donors.
   
  Samarpan’s vision is that every individual and family affected by intellectual disability in the state of Bihar (India) has access to the information, advocacy, and skills they need to participate as active citizens of our democracy and active members of their community. We work to ensure that people with intellectual and developmental disabilities and their families have the support they need to live an ordinary, decent life, that is:
 
  1. People with intellectual and developmental disabilities and their families are valued, respected and included in all communities.
 
  2. People with intellectual and developmental disabilities direct their own lives. People choose their services and supports from many available sources.
 
  3. People are empowered through nonprofit advocacy. State and central government administer programs and set budgets that meet everyone’s needs.
  The Institution with modern infrastructure and a team of highly skilled team of professionals serves with specific emphasis on education, training and research in the field of Mentally Retardation.

  At Samarpan we believe that all people with intellectual and developmental disabilities have strengths, abilities and inherent value; are equal before the law; and must be treated with dignity and respect. Samarpan represents supports and acts on behalf of individuals and their families regardless of level of disability. At Samarpan we believe in self-determination by empowering people with the supports needed to make informed decisions and choices.
   
  Visionary Leadership:
  Samarpan leads by promoting the mission core values and position statements. We lead with integrity, accountability, and by open, honest and timely communication. We work with individuals, organizations and coalitions in a collaborative fashion. There is a valued partnership with volunteer and staff leadership at all levels of the organization that provides mutual support for their respective roles.
   
  Community Participation:
  Samarpan works toward and believes in the community imperative: that all people have the fundamental moral, civil and constitutional rights to live, learn, work, play and worship in safe and healthy communities of their choosing. Samarpan has responsibility to ensure the safety and well being of individuals.
